Compte tenu des éléments en ma possession aujourd'hui, et grâce à Raddoz1992 en particulier, j'ai pris la décision de contacter la DGCCRF (Direction générale de la concurrence, de la consommation et de la répression des fraudes).
Je n'ai pas la moindre idée des conséquences ou de l'impact d'un signalement isolé.
Aussi, j'invite tous ceux qui comme moi ont compris le caractère frauduleux de cette organisation à en faire autant :

And whether you can prove that solar panels are sold several times ?

My feeling is that the plants are real and belong to Power Clouds.

I think the scam is built as follows :
- panels are sold at a vastly inflated price, the markup going to WOR(l)d and its shareholders (the Galdi clique)
- part of the markup is also used to compensate the marketing network
- this also contribute to Galdi's wallet through the murky remuneration scheme where the heads of the network get a disproportionally high share of the commissions generated by the sale of the panels
- more recently, part of the cash is directly funnelled to World assurance the entity quoted on the shady OTC pink market (guess who the shareholders and directors are ?)
- I guess Galdi & co also benefit from the fact that world ass is a quoted vehicle but I am still uncertain as how they do it
- lastly, proceeds from the sale of electricity and certificates is probably directly appropriated by work(l)d or Power Clouds, since the hire purchase contracts offer no guarantee regarding the allocation of revenues from the panels

I would be very interested in getting more information on the new loan notes scheme, since it is also especially murky, with a guernsey based entity and a rather obscure financial boutique (city and merchants) behind it.

I think it may be the only Romanian company - real owner.

New conditions for Loan Notes scheme are:
you must have a licence Master (639 USD) then you can buy the panel for 1200 USD
clients recieve Loan Note instead of Certificate with serial number
interest rate will be 20% per year, 14% guaranteed

This is real scheme - give me your money and I will give you 20% p.a.
But this is pure PONZI scheme.

Merci pour ces éléments ! Apparemment il n'y a pas que les français qui s'inquiètent des agissements de cette société.

La question est : comment peut il y être mis fin avant qu'elle n'ait fait trop de victimes ?

Concernant Solar Park Moldoveni : je pense que cette société est détenue par Power Clouds. En effet, cette opération est très bien montée et ne peut pas reposer seulement sur du vent, il faut qu'il y ait un minimum d'éléments tangibles pour entraîner quelques personnes honnêtes dans l'affaire, qui vendront les panneaux de bonne foi. J'imagine qu'ils ont monté une société roumaine pour acheter ou louer les terrains, et qu'ils en profitent aussi pour se remonter du cash (via les loyers par exemple, ou de la refacturation de contrats de maintenance...)

Parc Solar Moldoveni is Ltd. company with capital 48 euro, 100% owned by Roberto Forlani.
It probably means that your panels are owned by Forlani's family.
